Panagora is seeking a Chief of Party candidate for an anticipated five-year Indonesia Monitoring Evaluation, Collaborating, Learning and Adapting (MECLA) Platform funded by the United States Agency for International Development (USAID). The platform will provide support to the USAID Indonesia Mission in the implementation of the U.S. Government’s and USAID’s current priorities such as the Indo-Pacific Vision as well as future priorities that may arise during the life of the activity. This support encompasses activities related to design, M&E, CLA, KM, and dissemination of results and learning throughout the program cycle. The activities will be underpinned by cross-cutting support for localization, inclusive development, and partnerships with local stakeholders including the Government of Indonesia, private sector, civil society, and other development partners. USAID Indonesia programming focuses on issues such as democratic resilience and governance, economic growth, education, health, environment, and local institutional strengthening (see https://www.usaid.gov/indonesia/our-work for details).

Position Summary

The Chief of Party will be responsible for the overall management and leadership of the Indonesia MECLA platform. S/he has principal responsibility for overall management and technical operations to ensure that the tasks are completed in a timely manner and the objectives of the contract are successfully met. The Chief of Party leads the Panagora team, including staff provided through any subcontractors. S/he serves as the primary point of contact with USAID for day-to-day implementation and management matters relating to the contract and helps develop the vision and leadership for the contract in close collaboration with USAID. The Chief of Party has overall responsibility for ensuring that all work provided under the contract, whether by international or local personnel, is technically sound and appropriate for the requirements of the contract; and for adequately managing and supervising the work of all personnel provided. S/he manages the preparation and presentation of proposed implementation plans and all reports.
This is a long-term position based in Jakarta, Indonesia, expected to start in mid-2025.

Primary Responsibilities

  • Provide overall leadership, management and technical direction of the activity
  • Serve as primary point of contact with USAID/Indonesia
  • Effectively manage all long and short-term staff in providing timely, relevant, high-quality services
  • Ensure quality control and responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID
  • Ensure all USAID contractual requirements are met
  • Oversee and coordinate/facilitate the use of data systems to produce timely, high-quality monitoring information for the Misson and support USAID implementing partners as needed/requested in providing monitoring data and using the Mission’s data management systems
  • Oversee and coordinate/facilitate the design of high-quality performance and/or impact evaluations and the use and dissemination of evaluation findings by USAID, implementing partners and other stakeholders
  • Oversee and coordinate/facilitate CLA among USAID and its partners, participants, and other key stakeholders
  • Coordinate and be ultimately responsible for supporting USAID/Indonesia in developing the enabling conditions to successfully integrate CLA across USAID/Indonesia’s strategy and portfolio and actively supporting CLA throughout the Program Cycle.
  • Coordinate and be ultimately responsible for helping to strengthen local MECLA capacity and partnerships
  • Ensure that activity implementation integrates and advances localization, inclusion, and learning

Requirements

  • Master’s degree in international development, social science or a related field required
  • At least ten (10) years of experience working in senior leadership positions on USAID-funded projects, preferably including experience in Southeast Asia
  • Direct experience with monitoring, evaluation, and learning (MEL) and collaborating, learning, and adapting (CLA) under USAID-funded activities
  • Full understanding of relevant USAID policies and guidance, including ADS 201, ADS 205, Evaluation Policy, Knowledge Management and Organizational Learning Policy, and Local Capacity Strengthening Policy
  • Previous experience overseeing performance and/or impact evaluations, external assessments, baseline data collection and analysis, and other performance-oriented operational research
  • A proven record of excellent management, leadership, decision-making, and interpersonal skills, including being an articulate speaker and empathetic listener
  • A demonstrated ability to assemble, quickly and effectively, and manage a highly skilled, interdisciplinary teams
  • Demonstrated ability to effectively collaborate with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in Indonesia
  • High-level presentation skills; evidence of prior presentations to various audiences, including USAID, host country government, IPs, and key stakeholders (private sector, universities, and civil society)
  • Capacity to manage activities in a multicultural environment and in providing consulting services in helping clients analyze problems and devise and adopt solutions
  • Demonstrated experience successfully supporting localization, inclusive development, and learning to foster improved outcomes is required
  • Experience with organizational development, change management, and capacity building is a plus
  • Fluency in written and spoken English is required, knowledge of Bahasa Indonesia is a plus
